Bid C: $31,000, premium equipment justified by nothing in the load calculation.
Bid B wins, and not because it is the middle number. Bid A is cheaper by less than it appears: it forfeits the rebate at any tier, and its equipment will lean on backup heat through every cold snap, an operating cost that compounds for fifteen years. Bid C is buying capacity the house cannot use. Bid B is the only one where every dollar is traceable to the load calculation, the program terms, and the actual scope.
Timing and the Oil Cycle
